The City of Belleville has released the following statement today.
The City of Belleville is inviting you to take part in the 2026 budget process to have your say.
Belleville’s budget is broken down into two components – capital and operating expenses. The capital budget is the City’s plan for making large investments in infrastructure and services. Capital expenses include major maintenance to public buildings, construction or purchase of new buildings, purchase of major equipment, significant road resurfacing projects, water and wastewater infrastructure, and more. The operating budget is the City’s plan for the day-to-day costs required to deliver all City services to constituents. Operating expenses include road maintenance, snow removal, transit operations, garbage collection, recreational programming, park upkeep, health & social services, and more.
The Preliminary Budget Survey is meant to engage taxpayers in the early stages of the budget process, allowing them to provide feedback on spending priorities and the overall approach to budget development. You are encouraged to take the survey before June 6 to have your say.
The results of the survey will be presented to the Finance Committee and Council to assist with the development of guidelines for budget preparation. Departments will then use these guidelines as they develop and finalize their draft budgets. Once the draft budgets have been set, two more surveys will be issued to gather input from the public on the draft capital budget and draft operating budget documents.
