Local municipalities have released a joint statement this week about a committee.
The City of Belleville, the County of Prince Edward and the City of Quinte West are seeking interested applicants for appointment to the 2026 Bay of Quinte Joint Compliance Audit Committee.
The Joint Compliance Audit Committee will also serve the following boards:
- Algonquin and Lakeshore Catholic District School Board
- Hastings and Prince Edward District School Board
The Committee is delegated full authority under the Municipal Elections Act, 1996 to address applications requesting an audit of a candidate’s or registered third-party advertiser’s election campaign finances.
This authority includes:
- Reviewing applications and granting or rejecting audit requests
- Appointing an auditor, where an audit is granted and reviewing the auditor’s report
- Determining whether legal proceedings should be commenced, where appropriate
Committee members must be able to understand and apply the election campaign finance provisions of the Municipal Elections Act, 1996 and be considered impartial in fulfilling their responsibilities. Preference will be given to applicants with experience in accounting, law, law enforcement or related academic fields.
Preferred qualifications include:
- Accountants or auditors with experience preparing or auditing financial statements of municipal candidates
- College or university professors with expertise in political science or local government administration
- Legal professionals
- Individuals with demonstrated knowledge of municipal campaign financing rules
Applicants cannot be:
- Municipal employees or officers of a participating municipality
- Members of council or a local board
- A candidate or registered third party in the 2026 municipal election
Appointed members must agree in writing that they will not be a candidate or a registered third party in the 2026 municipal election or in any by-election during the 2026–30 term of council for any participating municipality. Failure to adhere to this requirement will result in removal from the Committee.
The term of office will run from Nov. 15, 2026, to Nov. 14, 2030, and will address applications related to the 2026 municipal election and any by-elections during the 2026–30 term of council.
Applications will be accepted online and in person by any of the participating municipalities from Friday, Feb. 20 to Friday, March 6 at 11:59 p.m. Following the application period, selected applicants may be contacted for an interview. Only those selected for an interview will be contacted.
