The City of Belleville has released the following statement this week about some leadership changes at City Hall.
The City of Belleville has made some structural and title changes in the Transportation & Operations Services, Environmental Services and IT Services departments.
In 2021, Kingston-based consultant KPMG was engaged to conduct a review of the organizational structure and staffing levels of City departments. During the review, they assessed the current structure of departments, analyzing the allocation of resources, operating procedures, systems and the compensation strategy to determine the most cost-effective and strategic way to operate departments and meet the current and future needs of the city. The final KPMG Report recommendations and activities have been addressed and were approved by Council on Jan. 8. Effective immediately, the following staffing and department changes will be implemented:
* Transportation & Operations Services General Manager Joseph Reid and Environmental Services General Manager Perry Decola will assume the roles of Directors in their respective departments and will work together to consolidate administration and collaboratively develop a Service Level Agreement to meet the needs of both departments.
* Information Technology (IT) Services will report directly to the CAO and will be led by former Manager, Marc Coyle who will assume the role of Director, IT Services.
“On behalf of City staff, I would like to congratulate Joe, Perry and Marc on their roles,” said CAO Rod Bovay. “Throughout the past number of years, the roles and responsibilities of Transportation & Operations Services, Environmental Services and IT Services have grown and changed immensely. We are confident that these changes will allow these departments to operate as effectively as possible going forward.”
